Bowen: Plan for Hamas to disarm faces big obstacles, yet it offers rare hope for Gaza

The Israeli-Palestinian conflict remains one of the most complex and contentious issues in international relations, with a long history of violence and disputes over territory and security. In recent months, there have been efforts to find a diplomatic solution that addresses the concerns of both sides.

One key aspect of any potential agreement is the disarmament of Hamas, which has been designated as a terrorist organization by several countries, including Israel and the United States. However, Hamas has never agreed to disarm before now, making it challenging for any proposal to succeed.

A recent framework for a deal was proposed in which Hamas would hand over its weapons in exchange for Israeli withdrawal from 70% of Gaza. This idea may seem simple, but the realities of politics, war, and zero trust make it highly complicated.

Israel has occupied around 70% of Gaza since the 1967 Six-Day War, with many Palestinians living under severe conditions due to the destruction of their homes and livelihoods. Israel’s military operations have resulted in significant loss of life for Palestinian civilians, including over 70 deaths during the war and more than 1,000 fatalities since the ceasefire on October 7.

The Hamas-run health ministry has reported that Israel has killed over 20,000 children since October 7, with at least 1,000 babies among those who have been injured or killed. The situation in Gaza is catastrophic for well over 2 million Palestinian civilians, many of whom are living in desperate conditions due to the lack of access to basic necessities like food and medicine.

The international community has expressed concern about Israel’s intentions towards Hamas, with some arguing that it may be trying to force Palestinians out by making life so unbearable. Leaders and senior officials inside Jordan and Egypt believe that powerful individuals within the Israeli government are working to create conditions for ethnic cleansing of Palestinians.

On the other hand, many Palestinians believe that Hamas will remain a threat until it is totally disarmed and stripped of any vestige of power. The diplomatic process has been complicated by broader issues such as Israel’s general election at the end of October and Prime Minister Benjamin Netanyahu’s ongoing trial on corruption charges.

The US has elections looming in November, with President Donald Trump facing pressure to take a stronger stance against Iran. If Trump loses his bid for re-election, he may be forced to prioritize his relationship with Israel over other international interests.

Netanyahu faces intense domestic and international pressure to make concessions to Hamas. His trial on corruption charges could potentially impact his political career if he is found guilty. Internationally, the US needs a win in its war against Iran to maintain influence and power.

The Israeli government has been criticized for its handling of the situation, with many accusing Netanyahu of being too soft on Hamas. The US will likely play a key role in any negotiations, but it faces significant challenges from within Israel and abroad.

In recent months, there have been efforts by some Palestinian leaders to shift their focus away from armed resistance and towards social and political outreach programs aimed at rebuilding communities and promoting reconciliation. This approach has been supported by Egypt and Turkey, which are working closely with Hamas to facilitate a peaceful resolution.

Khalil al Hayya, the newly confirmed leader of Hamas, played a crucial role in negotiating this framework for disarmament. However, only a step-by-step agreement that starts small and builds confidence can succeed, according to Egyptian sources.

The process will require sustained diplomatic engagement from both sides, as well as significant concessions by Israel on its withdrawal from Gaza. The occupied West Bank is also expected to experience increased violence in the coming weeks, making it even more challenging for any negotiations to take place.

Ultimately, finding a solution to the Israeli-Palestinian conflict requires patience and persistence, with no easy answers or quick fixes available. As one Palestinian leader noted, “We are willing to make concessions, but we will not give up our right to self-determination.”
