India’s Upper House Passes Bill to Increase Penalties for Exam Leaks

A bill passed by India’s upper house of parliament has been approved to increase penalties for leaking examination papers. The legislation aims to address concerns over irregularities in national-level examinations, which have plagued the country for years.

The bill, cleared by the Rajya Sabha on Thursday, would double the maximum prison sentence for those involved in paper leaks to 10 years and raise the maximum fine to more than $1 million. This move is seen as a significant step towards addressing the issue of exam leakages, which have been a recurring problem in both national and state-level examinations.

The bill’s passage comes after weeks of mass protests over leaked examination papers and other irregularities. The protests, spearheaded by the online Cockroach Janta Party (CJP) movement, drew massive support from students across the country. Demonstrations against the paper leaks turned violent on July 20 when huge crowds attempted to march towards parliament.

Police fired tear gas and used batons to disperse the protest, triggering clashes and a wave of detentions. The protests highlighted the widespread discontent among young people with the government’s handling of exam leakages. Despite this, Prime Minister Narendra Modi’s cabinet has been supportive of stricter punishments for those involved in paper leaks.

The parliamentary approvals come after weeks of negotiations between the government and protesters. Junior minister Jitendra Singh acknowledged that every parent, family member, and citizen of India had a stake in addressing the issue, as young children are considered the country’s greatest investment.

The bill now needs to be signed into law by President Droupadi Murmu before it can take effect. The move is seen as a significant step towards reforming India’s education system and ensuring that students receive accurate information about their exams.

As the government continues to grapple with the issue of exam leakages, the Cockroach Janta Party movement remains a powerful force in Indian politics. With its youth-led protests drawing widespread attention, it will be interesting to see how this movement evolves in the coming weeks and months.

The bill’s passage marks an important milestone in India’s ongoing efforts to address irregularities in national-level examinations. While there is still much work to be done, the government has taken a significant step towards reforming its education system.
