Infantino’s FIFA World Cup Stakes Plan: Would UEFA Boycott, Would it Work?

The 2026 FIFA World Cup is set to expand from its current 48-team format to a 48- team tournament with an additional four teams. This move has sparked debate and criticism among stakeholders in the football world.

FIFA President Gianni Infantino’s proposal aims to sell stakes in future World Cups and other events to private investors, generating billions of dollars for the sport. The plan is part of FIFA’s efforts to increase revenue through franchise models similar to those used by cricket leagues like the Indian Premier League (IPL).

The proposed FIFA Forward Enterprise (FFE) scheme would retain a majority share of the organization, while minority stakes would be sold to external investors up to $4.2 billion. This plan has been met with skepticism from UEFA and new United Kingdom Prime Minister Andy Burnham.

UEFA expressed concerns about the proposal, stating that it “crosses a line” that governing institutions should never cross. The European body also criticized FIFA’s decision to suspend a red card shown to USA striker Folarin Balogun during World Cup 2026 for undermining the game’s integrity and credibility.

The IPL has already demonstrated the potential of franchise models in generating significant revenue, with its value soaring over 11% this year to $20.6 billion. Other cricket leagues have also sold minority ownership stakes, but FIFA is seeking a similar approach for football events.

FIFA argues that selling stakes will allow it to reinvest all net benefits into football and benefit countries worldwide. However, critics argue that the proposal does not address concerns about fairness, transparency, or the impact on fans who cannot afford ticket prices.

The proposed FFE scheme has been met with skepticism from UEFA and other stakeholders, leading some to suggest a boycott of FIFA competitions if implemented. The European body will hold an emergency meeting later this week to discuss the proposals.

While the 2026 World Cup is still in its early stages, it remains unclear whether Infantino’s proposal will be adopted by FIFA’s membership. However, the debate surrounding the plan highlights the ongoing challenges facing football governance and the need for greater transparency and accountability within the sport.
