Pakistan-administered Kashmir Opens Polls Amid Violence, Security Concerns

The first round of Pakistan-administered Kashmir’s legislative elections has begun under heavy security measures following weeks of protests and violence. The electoral commission announced that voting would be split into three phases due to concerns over stretched security personnel.

As the country prepares for its third phase of voting, residents are bracing themselves for a potentially volatile outcome. Dozens of people have been killed in clashes between police and protesters during this period, with many more injured or displaced.

The elections are seen as a test of security after weeks of violence and unrest in the disputed Himalayan region. The Pakistan-administered portion of Kashmir is home to 3.8 million eligible voters, who will be casting their ballots for representatives in the local parliament.

In Mirpur district, which was one of the first areas to vote, turnout appeared low due to concerns over internet restrictions imposed during protests and ensuing clashes. Some candidates complained that these restrictions had hindered their campaigns.

The electoral commission has taken steps to ensure a smooth voting process, including deploying additional security personnel and restricting access to certain areas. However, observers have expressed concern about the potential for violence or intimidation during the election.

Independent candidate Malik Alauddin said he adopted a campaign style favored by pre-internet generations, focusing on gatherings in remote villages and door-to-door outreach efforts. “This is a vast mountainous constituency,” he noted. “If the internet were available, a single social media post could reach thousands of voters, but now we have to travel to every small village.”

The Jammu Kashmir Joint Awami Action Committee (JAAC), which was banned by local authorities under anti-terrorism laws in June, has called on residents to boycott the vote and instead support candidates who are not affiliated with major Pakistani political parties.

As the voting process continues, observers will be monitoring the situation closely. The elections have been marked by violence and unrest since early June, resulting in nearly 40 deaths and widespread displacement of people.

The outcome of these elections remains uncertain, but one thing is clear: Pakistan-administered Kashmir’s residents are determined to exercise their right to vote despite the challenges posed by security concerns.
